This answer is easy. SEO, like everything, takes practice and research and a desire to become good. SEO Information is everywhere on the internet and good resources are plentiful.
However, practice is what makes a person better at SEO and RESULTS determine if you are GOOD. How Much You Practice and How Many Results You Get is what Determines Competency in SEO.
Time Has Nothing To Do With It.
Google is the ultimate test ground – because the proof is in the pudding. If you rank well, you did well. If you don’t rank at all or not on the first page of Google, you have more to learn and more work to do.
What Are Some Elements Required To Be Good At SEO?
SEO Best Practices (website structure, content, popularity)
HTML and CSS
Database Architecture (at the least) and some MYSQL is beneficial
Content Management Systems (WordPress, Joomla) or Bootstrap at a minimum.
E-commerce/Marketing Practices and Lingo (for E-commerce SEO)
Writing for the Web
I do not believe you can be an excellent SEO until you have created or run an e-commerce site and made a profit. That is my personal opinion.

The reason is because there is VAST competition for selling products online and some of your competitors are large billion dollar companies. They have the resources to compete at a high level. If you can compete or beat these large companies, you have truly earned your stripes.
Where Should A New Marketing Professional Start?
1. Learn WordPress and become competent at HTML coding. This will be an excellent start since WordPress can be a FREE tool. Create a blog on a subject matter that you are passionate about or create a fictitious company that competes with small local service industries like hair salons, auto mechanics, accountants or create a cool site that lists area restaurants.
2. Benchmark competitive websites and business to see what their best practices are and try to emulate them. This means reviewing the number of pages on their site, the categories of pages, how descriptive and informative the site is and list useful features that attract visitors.
3. Create a combination of features on your site from other top performing sites and make YOURs even better.
This will help create ideas and will drive a new SEO towards that top spot. Who knows you might even be able to sell the site after a year or two if you’re getting great traffic.
